Coupon Fraud Indictments in Milwaukee…..
MILWAUKEE (AP) -- An indictment
unsealed today in federal court at Milwaukee
charges the nation's largest coupon handler and
several of its executives with scheming to defraud stores and manufacturers of at least 250 (m) million
dollars over ten years.
The 25-count indictment says International Outsourcing
Services, with offices in Bloomington, Indiana, and
El Paso, Texas,
defrauded manufacturers in Wisconsin
and across the country.
It says the firm
submitted coupons for reimbursement that were never used by consumers, but
rather were cut up by so-called coupon "chop crews."
Prosecutors say
the case is being prosecuted by the U.S. Attorney's Office in Milwaukee because the complaint that kicked
off the case came from the area.
I-O-S issued a statement saying there has
long been an industry dispute regarding coupon processing between certain
manufacturer' agents and
retailers, especially independent grocers.
The firm says it
has stood with those small grocers
and plans to vigorously defend
against the charges.
